The invoices are on chain, visible to "searchers" who when they get notified of an intent to pay by the billed user can submit "pathways" to fulfill the payment based on the billed user's balance of ERC20 tokens optimizing the payment on behalf of the user along with allowing for some arbitrage opportunities, sharing a portion of the payment with the searchers.
