CRYSTALS-DILITHIUM for Cosmos SDK

We attempt to integrate CRYSTALS-DILITHIUM, a post-quantum digital signature algorithm into Cosmos SDK.

The project aims to integrate the CRYSTALS-DILITHIUM, a Post-Quantum Digital Signature (PQDS) algorithm into Cosmos SDK to future-proofing the blockchain ecosystem against quantum computing threats. This involves modifying the SDK's cryptographic modules to support Dilithium-based key generation, transaction signing, and verification, alongside existing ECDSA mechanisms. The project aims to enhance security while ensuring backward compatibility and interoperability, allowing seamless operation across the network. The integration includes adapting key management, optimizing performance, and enabling hybrid support for both classical and quantum-resistant cryptographic algorithms during a transition period.
