We enable validators to create campaigns on Neutron that are for raising delegation pledges on any other ICA connected chain. This is all done using Authz to have true non custodial pledges which means the funds dont leave the users' possession until the campaign is complete. We additionally allow users to be rewarded with tokens by the validators that are creating the campaigns using out built in escrow system.

This has huge implications for decentralization and ability for less funded teams to enter expensive active sets.
